Local Emergency Planning Committee


The Lancaster County Local Emergency Planning Committee (LEPC) was established under the federal Superfund Amendment Reauthorization Act (SARA) Title III Emergency Planning and Community Right-to-Know, and PA Act 1990-165, Hazardous Material Emergency Planning and Response Act.

It is comprised of 15 members who meet on a bi-monthly basis and tasked with fulfilling the requirements and obligations as specified in SARA Title III. Their duties include;

  1. Prepare, review and approve a Hazardous Materials Off-Site Response Plan for each qualifying facility within Lancaster County.
  2. Submit a copy of each Off-Site Response Plan to the Pennsylvania State Emergency Response Commission (SERC) for review.
  3. Establish procedures to receive, store and retrieve chemical listings, Tier Forms and all other applicable documents.
  4. Establish procedures and monitor public requests for information.

The LEPC also reviews all reportable incidents (those exceeding the reportable quantity) and will notify other agencies at the State, Local and Federal levels. The LEPC also establishes policy and direction for the HMPD and the Lancaster County Hazardous Material Safety Program.

The LEPC is comprised of members representing: Elected County and Local Officials, Law Enforcement, Emergency Management, Firefighting, Emergency Medical Services, Broadcasting and/or print media, Community groups, and Operators and Owners of facilities subject to the requirement of SARA Title III Act.

Meeting Schedule

The LEPC meets on the first Thursday of every even month at 1:00 PM, at the Lancaster County Public Safety Training Center, 101 Champ Blvd., Manheim PA 17545. The upcoming meeting schedule includes the following dates:
